Phillip Dale Monkress; phony SEAL in FL

Editor’s Note: Monkress needed a bump up to the top. His lawyer is sending threatening letters to our friends and I guess she decided after a phone call with me, that her threats would only be a day’s welcomed distraction. Someone is walking the halls of Congress with Monkress’ DD214 today asking questions. I’ve added some more evidence that Monkress called himself a Navy SEAL, which seems to be their defense these days, that he never said he was a SEAL. So Lori Benton of Ford & Harrison, Attorneys at Law, you know our number.

Someone sent us some information on Phillip Dale Monkress who was outed late last year by POW Network as a phony SEAL, but he’s still rockin’ the lie, so it’s time to call out the pitchfork brigade. Here’s picture of him in his motorcycle club, the US Military Veterans’ Motorcycle Club;

Notice the Trident peaking out from his vest? Well, here are his records;

Aside from the fact that Captain Larry Bailey, a real SEAL, says there’s no record of Monkress in the system, his records don’t mention BUD/S, well, unless a Computer System Maintenance Technician is the same as a SEAL in Navy talk. Here are his assignments;

He’s the CEO and president of “All-Points Logistics” in Titusville, FL, and according to the screenshots at POW Network, he works with US government contracts and claims he’s a Native-American. I wonder if that is even true, as well, since clearly, he wasn’t a SEAL. Someone at the DVA OIG ought to check on his claims of being a 100% disabled veteran, too.

ADDED: It seems the lawyers are trying to make the point that Monkress never called himself a SEAL, but here’s a page from the Brevard Business News which reprints a slide presentation in their publication;

For small businesses trying to get government contracts the only thing better than being a Service Disabled Veteran Owned Small Business is being a Native American Owned Small Business. If you check out the link to All-Points Logistics that Mr. Lilyea put in the original post you’ll see that Mr. Monkress is claiming his business is both.

    He entered the Navy from OKC. If he’s from OK originally, the claim of Native American ancestry is plausible. Many tribes were relocated to reservations in OK during the 1800s. It was formally considered “Indian Territory” until the late 1800s or early 1900s.

    Whether it’s true or not is another question.

    Requirements for tribal membership vary from tribe to tribe. As I recall, it generally doesn’t require 100% NA heritage – some allow membership with substantially less NA ancestry, 25% (or less) if I recall correctly. In OK that’s quite plausible.

    No, I’m not defending this ass – claiming SEAL qual and rank you didn’t earn is BS. But he may technically qualify for tribal affiliation – and thus NA Owned Small Business status.

    Or he might be lying through his teeth.

    It’s 1/16 or less in many, Hondo, and if he is in fact indigenous, he’d be on a roll. Much like my brother and I are just under half at 3/8, we have eligibility for 3 different registers. My niece, under those qualifications, is 5/8 and eligible for our 3, plus my sister-in-law’s 2 since she’s Kiowa and Wichita and they also both register at 1/16.

    If he’s claiming status as a NA-owned small business, I want to see his damned roll number. It would only take a simple phone call to Anadarko to confirm.

    I’ll know soon if that is indeed the tribal affiliation he holds as one relinquishes other tribal affiliation with tribal citizenship.

    Yat Yas 1833: DS2 is a data systems technician, 2nd class. Pay grade is E5.

    My guess is that he received a promotion to E5 between Apr and Aug 1992. But there might be another explanation. One of the Navy vets here will have to weigh in on that.

    Doesn’t excuse him wearing E6 insignia in the photo, though.

    TR: I think you need to look again, amigo.

    1. He’s wearing an unauthorized SEAL trident – BUD/S ain’t in his records. He’s absolutely busted on that one.
    2. He’s wearing PO1 brass (see comment 3 above) – his FOIA shows he left the Navy as a PO2 (that’s an E5; PO1 is an E6). He’s absolutely busted on that one, too.
    3. The NA preference claim may or may not be accurate; that one needs further research to determine whether or not he really does have tribal standing. Might or might not be true, and pretty easy to check. I suspect ROS will do exactly that.

    To me, that looks like 2 “charges” above are accurate, and 1 is pending further evaluation and might also be accurate.

    Given this guy’s already proven he’s willing to lie about his military qualifications and former rank by wearing stuff he doesn’t rate, I don’t find it a stretch to think he might have lied to the VA too.

    According to his records, he is a DS3….unless he got frocked to 2nd class on the way out. When I was in, around that time frame, I don’t recall the DS rate as a source for SEAL recruiting.     To answer some of the questions posed here:

    Navy general rating exams for PO3, 2, and 1 (E-4,-5, and -6) are taken twice a year, in March and September. The results are announced around the beginning of June/December, and “frocking” takes place usually in January/July. They don’t “promote” everyone at once; based on your score/cutoff, you get a particular month when you start getting paid for it. When I was in, the first group got paid on January/July 16th, and so on through June/December 16th.

    From E-4 to E-5 requires a minimum of one year TIS, and from E-5 to E-6 requires a minimum 3 years as an E-5. So while this guy MIGHT have made E-5 anytime after the March 1991 exam (making his TIR 01 July 1991) there’s no way in hell he ever saw an E-6 exam, considering he was out of the navy less than a year after making E-5 at best.

    A few things stand out to me. He gets out of DS “A” School, goes to the USS Canopus (or Can-o-pussy for you bubbleheads), and is a patient at Bethesda from 03 Jan 90 to 01 Feb 90…a total of 28 days. Hmmmmm number one. He then rides a desk and fetches coffee for a year or so at TTF King’s Bay before going back to the Can-o-pussy in February 91 (which explains the SDCD–Sea Duty Commencement Date) with a PRD (Projected Rotation Date) of November 1993. He extends in April of 1991, most likely to ensure he has sufficient time to meet PRD requirements.

    HOWEVER…he then transfers off Canopus in April 1992 and is at transient barracks until his discharge in August of that year.

    DS2 I MIGHT believe. Native American I MIGHT believe. Everything else about this guy stinks.

    Corretion to last–E-4 to E-5 requires 1 year time in GRADE, not service. That date is based on when you “made” E-4.

    Case in point: I knew guys who came into boot camp as E-3 (nukes) who then went over to Snipe’s Castle for MM “A” or EM “A” school (then self-paced.) In theory (and I saw, in reality) a kid could come in, go through boot camp, blow through all the self-paced exams and get his automatic “pushbutton third” (promoted E-4.) Let’s say this all happened in the March-June timeframe. If the kid had his PARS, Military Leadership exam, etc., done by 30 June, he could then in theory take the E-5 exam in September (his TIR date was 01 January, even if he didn’t put on/get paid for his E-4 until 30 June.) This means IF he took and passed with a high enough score, he could in theory be wearing E-5 before he even had a year in the Navy, and possibly even be getting paid for it.

    But that isn’t the case with this guy.

    And while there have been A FEW cases of command advancement to E-6, one of the prerequisites for CAP to E-4, 5, or 6 is that all requirements be met for advancement, including TIR requirements. Again, no way this guy ever made E-6. Ever.

    It would have said so in his assignments and records. He extended so EAOS matched PRD. No mention of reenlistment.

    And I’m not sure if DS was a STAR-eligible rate even in the early 90′s. If it was CREO 1 or 2 it might have been, but he never went to a “C” school so no way he picked up DS2 that way.

    I only dealt with DS’s when I was on the tender (Holland) and mostly they dealt with workstation and other computer issues, making sure everybody had a registered copy of Windows, antivirus software, shit like that–remember, this guy served when LAN’s were just getting started, and nobody had e-mail, Internet access was virtually nonexistent, etc.

    IIRC, they did away with the DS rating just before I got out.

    How many fakers were sitting Presidents or officers of non-motorcycle Veteran groups? I have gotten more than one email with a intro photo of a fat faced guy with a pin covered hat, caption reading “President of X Veteran group busted for fake military service”.     People with low self-esteem or outright sociopaths are in every single sect of society, with vets, or fake vets it’s really the most incredible disappointing thing to see. We have REAL Frogmen in this MC, they have encountered fake SEALS before in person and what happened I will not discuss, but there are very effective ways to deal with this. REAL SEALS do not like fake SEALS one bit, and have an AXE to grind with fakes. I was a Marine, when I see a fake Marine, I have an axe to grind, if you were authentic, and see a rip off of your brand you want to destroy it, it’s the Veteran Uncanny Valley.

    I’m not sure what your experience is in the biker crowd, 9 times out of 10, you will meet authentic, nice, strong, loyal, guys with combat or military service. To quote the movie team America, good men who served honorably…we’re dicks. The fake Veterans are pussies. And Fake SEALS are assholes. Pussies don’t like dicks, because pussies get fucked by dicks. But dicks also fuck assholes: assholes that just want to shit on everything. Pussies may think they can deal with assholes their way. But the only thing that can fuck an asshole is a dick, with some balls. The problem with dicks is: they fuck too much or fuck when it isn’t appropriate – and it takes a pussy to show them that.     Back in college I had a roomate who was engaged to a Navy SEAL. He gave me a baseball hat with a stylized Trident on it. When asked about it I told people I had a friend with the Teams. Later once when he was here with some of his team over beer one of the guys gave me a lecture about it …because I was a vet and never claimed to be whatit represented and I wore it just because it was a gift they let it slide….I never wore that hat again.
    But the wearing of the actual badge is really something else!!!!

    I dated Phil from 2008 til late 2010. Even after i moved from FLA to SC we still kept in touch and saw each other. He would book a room here in Greenville at the hyatt for us and visit cuz it was only an hour and half from his office in atlanta. When i questioned him about phoney SEAL allegations he said it was a misunderstamding then he blocked my number and emails. huh? Guess they are true. i dated this man 4 yrs.He even bought me a car. Most club vests that have stuff on the front are because they have sentimental value to the person.     Since Native American owned businesses are a SDB category, they are thus are eligible for 8a Federal contracts. However, claiming that status means that 51% or more of the company must be owned by those qualifying for tribal membership. So if his firm has gotten any 8a set-aside Federal contracts based on being a Native American owned business and they don’t have 51% or more ownership by persons who qualify as bona fide members of a Native American tribe, that’s a problem. I think it’s called “possible fraud”.

I had no reason to disbelieve him before last week when I was told he had to write letters of apology for his lies about being a SEAL. So I did a Google search and found this blog.
    1. Monkress told me he was a Navy DS2 and claimed he had to serve 2 years at sea as a DS before being allowed by the Navy to join the SEALS.
    2. He was born in the Tulsa, Okla area in Indian Country. Around the 2008 timeframe, he told me his brother applied for and received membership with the Cherokee Nation based on a distant relative having been a member of the “tribe.” Membership is allowed if it can be proven that a relative’s name is on the Dawes Role, a census of all Native Americans relocated to Oklahoma. If Monkress has not applied for membership with the Cherokee Nation and continues to claim APL is a Native American-owned company, he is a fraud.
    3. APL lost its 8(a) status when Chickasaw Nation Industries acquired it in 2006. Sam McGee was the majority owner, Monkress had a small share, someone else had a little. CNI returned APL to Monkress in April 2009.
    4. Monkress told me he has been married 3 times. He told another confidant of mine he has been married 5 times. I’m not sure he can keep his lies straight. [...] Whether the number of wives is 3 or 5, it doesn’t matter. He has problems with an inflated ego, honesty, and with relationships.
    5. He has been busted on DUI charges several times and got off each time. I believe he “failed” each time to notify his company facility security officer and the Defense Security Service because he still has his clearance.
    That’s enough for now. This guy gives me a headache.

    beyond the fencepost, icuthere: if you’ve got true concerns and evidence to back them, you might want to contact the Defense Security Service. They’re the ones who manage the DoD’s Industrial Security Program. If a contract requires clearances, they’re involved.

    DSS’s Melbourne Office (under their Southern Region) handles FL east of the panhandle. It can be reached at 321-255-1246.

    The DSS OIG can be reached at 855-865-1508.

    The misrepresentation of Native American status and the unreported DUIs are indeed items DSS should be interested in hearing about.

    He claims he has been the CEO of APL from 1999 to present. Sam Magee was the majority share holder and APL’s Pres & CEO until Chickasaw Nation Industries (CNI) acquired the company in 2006. My contacts at CNI say Mr. Dumbass was the COO for only a few years before that acquisition. He was LLC manager under CNI until he was fired in April 2008. He got APL back in April 2009.

If for whatever reason you feel that anyone would be falsely misrepresenting themselves as a service-connected disabled veteran and taking advantage of the program designed to help service-disabled veterans, this website should you out: http://www.vetbiz.gov/. There are appropriate links to the CVE as well as the VA OIG who will seriously look into any concerns you might have.

    The VA does use the term service-connected disability loosely and someone might qualify for the program even though injuries sustained from non-combat related actions.

    In the limbic sense, humans are tribal and pack oriented. Ashamedly in the human system is the targeted practice of cruelty, when deviations are observed. Scholars agree, that in human development, perhaps 20,000 to 50,000 years, these tribal or pack behaviors are well known.

    By pillorying this man, in the IP age, the limbic, cruel, basest of human emotive displays, is seeking the wooden framework on a post, with holes for the head and hands whereby, offenders were locked to be exposed to public scorn.

    This is precisely what is occuring on this post, and it is transparent, that the writers are driven by a limbic sense to impose shame on any convenient target, as a form of group pleasure. The Internet is the Wild West of the expression of the human emotive state, and all the accusers, are simply on the train of hate, as to pillory, lynch or extinguish a life judged in mob hysteria, and siezed with its own momentum; seeks to attack an other as to rank, privelage, title, livelihood or achievement.

    As an enduring moral guide, set apart from the human frailities of misguided behavior, Christ teaches us in the Bible, that Jesus faced a mob, just like this Internet crowd baying like animals, to eagerly execute a woman caught in adultery, a moral sin.

    In John, 8:7 a simple challenge is issued that ” he who has no sin in their life should step forward and cast the first stone.” The story continues that on introspection and group shame, the mob dissasembled.

    I can tell, personally as an educated, well read, moral man, that the written word trail of this indictment as to a venial Sin of greed, is pre-supposed as an attack on all, thus deserving of these harsh words, treatment, expletives and derogation of a mans life. Simply another evil Mob.

    I dont’ expect that the readers of this prose would possibly understand the moral dilemmas created by hysteria, mob action, history, the Bible or even Nathaniel Hawthornes, fictional work of Prynne, whereby the writer creates the novel of legalism, sin, guilt and redemption Or even what John records in the New Testament.

    One of them was arrested; the other committed suicide rather than face arrest and trial.

    So, a couple of possibilities come to mind:

    1. During the interview, the reporter asks him about the trident he is wearing, He responds that is what ya get for being a SEAL, but he doesn’t quite claim to have been one, just wears the trident because it purty. Don’t really buy this explanation because even a really green reporter would eventually follow up somewhere during the interview with, “Do, when were you a SEAL?” if only out of polite curiosity if not a good reporter’s natural skepticism.

    2. The reporter just made it up because it sounded good. Naw, that didn’t happen.

    3. This fool was never interviewed, but coworkers/partners/whatever were. It was they who said that he was a SEAL. Where would they have gotten that idea other than from him?

    And hasn’t he also claimed Indian Nation status? Does he plan to submit the pic above as proof of that, claiming that a very small swig of the firewater gave him that drunk as a skunk look??

    Will someone please pass the popcorn?

    OWB – I believe I remember seeing Monkress prominently featured as being a former Navy SEAL in a document from Jan 2011 that appeared to have been prepared by APL – a briefing of some sort. And I don’t recall it having any “company proprietary”, “close hold”, or similar caveats or markings, either.

    If I’m remembering correctly, it was originally at the link given in comment 120 above. And it did seem to be a marketing briefing, as I recall.

    It’s not available at that link now; it seems to have been removed from docstoc. However, it’s awfully hard to get ALL copies of documents out of circulation once they’ve been openly posted to the Internet. I’d guess a copy is still out there somewhere – or maybe several copies. It’s just a question of finding one.

    And from what I understand, it’s really hard to claim after the fact that things like marketing briefings (which are specifically intended for external or public consumption) are trade secrets or proprietary/close hold information that is not for public consumption once they’ve been made public.

    But I guess I could be wrong about those last two points. I’m pretty sure I remember correctly what I read, though.

In particular, I believe “Native American Owned Business” 8a preference requires certified tribal membership on the part of 50+% of the firm’s ownership, and that the “Veteran-Owned Business” preference requires the veteran ownership to have a service-connected disability from the VA. I could be in error regarding either/both of those, but I don’t think I am.

    If his company has ever gotten 8a/disadvantaged preference in Federal contracting based on his ownership and he doesn’t qualify for whichever was claimed, well . . . .

    I was just pointing out the fact that it’s also possible Monkress might have deliberately or unwittingly stepped “over the line” regarding one or both of those somewhere along the line. If I were in charge of a formal investigation or engaged in legal discovery related to this matter, I’d certainly check into both. It should be easy enough to confirm or refute either through FOIA requests concerning past contract actions by APL.

    Even if the statute of limitations has expired, that would seem relevant in terms of establishing a pattern of deceit – and thus whether or not Monkress’ claim that “he never said he was a SEAL” are credible.

    USAF scientist charged in porn case

    The chief scientist at the Air Force Technical Applications Center at Patrick Air Force Base — a retired Lieutenant Colonel with a government clearance — has been arrested on child pornography charges.
    David O’Brien,71, was arrested Thursday by Brevard County Sheriff’s deputies after they found him in possession of child pornography, according to police records. He faces 10 counts of possession of child pornography and is being held at Brevard County Jail on a $250,000 bond.
    The sheriff’s office, working with the FBI on the investigation, said they found 50 files of child pornography on multiple computers in his home on Turtlemound Road in Melbourne. Included were videos and photos depicting children possibly as young as 4, and stories about molesting children.
    “He is still employed here, and to work at AFTAC requires a security clearance,” said AFTAC spokeswoman Susan Romano.
    O’Brien has worked at AFTAC for more than three decades, and has been chief scientist since 1989. AFTAC detects nuclear weapons around the world, monitoring nuclear treaties.
    O’Brien’s biography on AFTAC’s website describes his duties as chief scientist as principal adviser to the commander on scientific and technical matters relating to the center’s mission and to its relationships with national and international organizations.

    Yeah, the dumbassery on this discussion was just the tip of the iceberg last night. Somehow someone hacked my wife’s phone account and started calling her friends with whom she frequently talks and asking for information about me. He also called me and asked if I own guns ostensibly to protect the process server who is coming next week. This person also called someone else who has been feeding us information with the same ploy, but that person filed a police report.

    Their research on my background is amateurish, though. Everyone knows that I put TAH HQs on Google Earth because all of these threats I get, I don’t want anyone to say that I’m “hiding” behind a screen. Just about all of his information about me was wrong.

    Although I post publicly available information on this blog about various phonies, I always take all due care to avoid posting PII. Last night’s information terrorist posted some of my PII, which is not the same thing that I do here. If they want to post my military record, that’s fine with me, I’m proud of my service, but the rest of that shit was clearly an attempt to intimidate me. But, it has only steeled my resolve to see this through. I have more information on Monkress, some of it is going to bring down the entire company, which is something I’d been trying to avoid because I’ve been out of work for a spell and don’t wish it on anyone, but if this amateur PI wants to play stupid games, he can reap the rewards.
