Man Claiming Ex-SEAL Theatens to Blow Up VA Center

| March 19, 2019 reports that a man claiming to be an ex-Navy SEAL threatened to blow up a VA clinic in Rivera Beach, FL.

Rick Omadat Persaud, age 62, of Fort Charlotte Florida was arrested and charged with making a bomb threat.

Police arrested 62-year-old Rick Persaud on Thursday after getting a call about a bomb threat.

According to the arrest report, Persaud claimed to be a former Navy SEAL. He said he wanted to blow up the VA Hospital because he’s tired of the hospital’s treatment of veterans.

Investigators traced the cell phone call to a Wawa gas station on Blue Heron Boulevard where they arrested Persaud. He initially said he didn’t call 911 until police said his number matched the 911 caller’s phone number.

We had previously written about Persaud here:

We’ve checked the SEAL-BUD/S database and Persaud is not listed.  Just to make sure, we also checked with the UDT/SEAL Archives and the Naval Special Warfare Center — all sources confirm that Persaud is NOT listed as ever having been a Navy SEAL.

We filed for his military records and guess what?

I had heard that the first thing they teach SEALs after placing explosives and crimping wire is to covertly make the call from WaWa because nobody will suspect you.

I think they teach this in BUD/S.

    That would explain everything.

Well, at least he doesn’t have any legit service so he’s only disgracing himself. Wonder how many moonbats will nonetheless perpetuate his status as a deranged product of the U.S. Military?

A lot unfortunately. Nobody these days takes the time to look into any claims, particularly if they’re sensational.

  4. Outcast says:

Ok so it is affirmed he is not Navy or a Navy Seal, as to real Seal, pending as to info from Zoo, facial hair suggests possible some breed of Walrus. So now arises the question, does he belong to the VA and how or does he have service in another branch to belong???? 5th contact our native types in Alaska as to deploying on Seal/Walrus hunt for blubber and food for their village in the nether regions there.

The ONLY Seal part of him is that he looks like he enjoys bouncing balls off his chin.

  5. Combat Historian says:

Persaud is probably pissed because he filed a phony 100% disability claim with the VA and the VA is so bogged down it never responded to him…

    • AnotherPat says:

Or he might have been put on hold for an hour and 15 minutes trying to make an appointment with the VA via phone lines…😉

What I can’t figure out is if he is not a SEAL and not even a veteran, why is he so concerned about how the veterans are being treated at the VA – he doesn’t qualify.

  13. Picarro-el Gaiben says:

Many items in this allegeds story are undoubtely taken out of context such infact in an unmeasurable ways which inturn are subject to false assumptions, allegations, and outright undeserved plight of unreasonable destitude. There are innumerable resolutions to this man’s current situation in which this man’s current attourney will be engaged in hitherto litigation of the system adjudicated by higher courts and jurisdictions. As a soverign citizen Mr. Persaud has not been subject to Federal statues according to United States v Pendergrast, ce:/113-13406A dated 11 June 1857 C.E., and therewith cannot be charged unless injured parties are annotated on his citation and court documents are not retroactively filed in error. I beseech all of you to refrain from continued degredation of this man’s honest and innocent name, only given to him in capitals by birth contract with the United States dept of Agriculture. Increments of cease and desist resolutions are currently being articulated by his legal team.

Too bad we can’t ask the source, but seems to me he is STILL at a -6 foot elevation.

    • Ex-PH2 says:

The subject is an asshole, picarro.

    • Commissioner Wretched says:

Also, there’s no such thing as a “sovereign citizen.” It’s a dodge people use to get out of having to follow laws they don’t like, or to get out of trouble from breaking routine laws. No court in the land recognizes “sovereign citizens” and many are just laughed right out. People who try that dodge in court usually get more punishment than if they’d just shut up and let what happens, happen.

      • Picarro-el Gaiben says:

Unfortunately for you my uninformed and laxadasical investigator it is infact the very truest of natures to be deemed or undeemed as a sovereign citizen with no bounds or decrees restricting movement from those whose access to the law is minimal. I suggest reading the constitution which explicitly and implicitly states the rights of men not infringed by acts of injury or harm coming in the form of malice or acident, there are no other crimes or misdemenors that can be assessed or inducted to the detainee. A combat waiver obtained from the county clerk can be obtained and the two of us can settle this if that is your first and foremost desire.

        • SFC D says:

You’re suggesting a duel? Pistols at dawn?

I volunteer as tribute! I demand satisfaction, this insult to veterans will not go unchallenged!

          • rgr769 says:

I’ll be your second. Since he challenged you, you have the choice of weapons. May I suggest cavalry sabers on horseback. Every time I have made that my pick, I find my challenger doesn’t want to play, especially the ones who have seen the movie “The Duelist.”

            • SFC D says:

I like that, you get the best of westerns and Errol Flynn! Saddle up, Pico-de Gallo! Prepare to die!

            • SFC D says:

Last duel I fought, New Year’s eve, 1989. Champagne corks at 10 paces. Damn near lost an eye.

        • Commissioner Wretched says:

Frankly, sir (or madam, as the case may be), I don’t think you have the slightest idea of what you are blathering on about.
“Sovereign citizen” does not exist in the Constitution. To insist that such a situation as you describe actually exists in America is to deny fact and prefer fancy.
Of course, if that’s what you prefer, then go for it. You, like everybody else who tries that silly “sovereign citizen” foolishness, will get what you so justly deserve.
          And, it’s “lackadaisical,” you moron.

        • OWB says:

Please do let us know when and where you present yourself to a county clerk to receive that “combat waiver.” That would indeed be entertainment of epic proportions.

      • A Proud Infidel®™ says:

“Also, there’s no such thing as a “sovereign citizen.””

True, I once had a Neighbor who said “HELL NO!” to renting an apartment he had to a couple who curtly let him immediately know that they were “Sovereign Citizens”. As for me, I just get the hell away from kooks like that while I tell myself that they’re NOT worth the jail time!

    • thebesig says:

Rick Omadat Persaud is a phony Navy SEAL. Also, I suspect that Picarro-el Gaiben is the phony himself. There appears to be a match between what is reported of Rick Persaud (lies/deception), and the attempt here.

Pick a foreign name to justify a foreign sounding English. This is also similar to the card pulled by other phonies, speaking of the phony in third person terms. How many times have we been told, by a phony, of pending cease-and-desist orders?

You may feel that you have control with your lying, but you don’t have control here. There’s a good chance that if you had talked to a lawyer, that lawyer would’ve told you not to communicate with us.

      • SFC D says:

besig, I am not 100% certain that he actually did communicate with us. He had some sort of spastic vowel movement, it may have been some primitive form of communication.

      • Picarro-el Gaiben says:

No, telling it like it is, like pointing out that you were never a SEAL, is not an insult. You may consider it an insult, but that’s because you don’t like the fact that you don’t have control over here, like you feel you do when you have people believing your phony SEAL claims.

If you were to engage in such a contest with one of many people here, there would only be two hits. You getting hit, then you hitting the ground.

Here’s the reality. You’re a legend only in your own mind. Your suggesting that people get into fights, specifically you getting into fights with them, with further suggestions that you’d “win”, reeks of you having anger and control issues. It also reeks of you having stress issues. Your replies here are knee jerk reactions that results from the stress of dealing with something that you don’t have control over.

You threatened to blow up a VA clinic, now you’re talking out of your rear end about “combat” here. If Rick Omadat Persaud the Phony Navy SEAL doesn’t get his way, he threatens and suggests violence.

Looking at your photo, your attitude here, and what’s said about you in the above article, I wouldn’t be surprised if you’ve been involved in one too many fights… And that you lost most or all of them.

    • rgr769 says:

All I got from “Picarro’s” unintelligible comment is that he is insane as well and believes some of that “sovereign citizen” bogus bullshit.

      • Commissioner Wretched says:

And that he doesn’t know how to use a thesaurus … unless he’s actually trying to sound like one of those Nigerian princes that want to share their illegal fortune with other people.

      • Picarro-el Gaiben says:

Is it not only inconceivable to those lacking sufficient intellectual understanding of the U.s. Constitution which bears resemblans to the Magna Carta which is the superseceded document with ultimate authority? Then possibly you should familiarize yourself with the bonding contracts enforced to you by the dept of Agriculture which is signed, in ink, at birth by capitals? I don’t suggest you continue this harassment or unfavorable legal
activity will be the result and you will forfeit.

        • SFC D says:

You keep using that word. I do not think it means what you think it means.

          You should consult a lawer.

          • Picarro-el Gaiben says:

False. I implore you to study the legal binding documents which are your contract with the U.S. government and removes all your rights and privileges on a case by case basis and requires your submission to the state. Soverign citizens are not bound by these contracts and therefore render birth certificates with capitals as as null and void, there foryou are incorrect in your assessment and I challeng you to consider alternative viewpoints and your sacrifices under an illigitamate government body.

You claim that the government is “illegitimate”, yet you threaten lawsuit for certain activities here. Don’t you realize that if you were to unleash a lawyer on us, and you expect results, it would be based on laws by this so called “illegitimate government?” You can’t have it both ways Rick Omadat Persaud, phony Navy SEAL.

Someone found a thesaurus, tried sounding intelligent, and instead ended up sounding like a combination of someone from the 1800’s and a 10-year-old posting shit on the internet. I need my brain bleach.

Unfortunately, beyond the (imaginative?) use of the thesaurus, he’s a rather lame sock-puppet. Only the one threat of a cease-and-desist? No mindless responses of “You don’t know what he went through?” Only one claim of his honesty in three posts? I’m honestly disappointed.

  14. Skyjumper says:

I translated his name to see what it meant.

    Picarro-el Gaiben

    Picarro: A rogue
    el: He
    Gaiben: Without

Stringing it all together, his name means “A rogue without a man”.

Sooooooo……….I’m thinking he should go visit Bruce’s Bath House (entrance in rear) on Man Love Thursday to rectify his problem. (grin)

    • Hondo says:

Wait a minute . . . I thought Picarro-el was Jor-el’s foreign cousin from planet Krypton. Watch it – that makes hims Superman’s uncle! (smile)

“Rogue without man”, eh? Maybe he’s trying to tell us he needs Viagra. (smile)

    • Picarro-el Gaiben says:

False again. My name is my name, not the government sanctioned capital name forced secretly on my birth parents by use of wet ink signature on dept of Agriculture birth certificate contract. I advise reading and understanding all fine print in these contracts as doctors professionals and custodial employees of the hosipital in question undoubtedly know the sacrifices imquested during the birth transaction and the entitlement contract is immeasurably difficult to visualize or see without corrective or improved vision characteristics. I trust you take these advice actions with utmost seriously and do not confer with me until your understanding is sufficient to engage in intellectual dialogue.

P.S. Why do you want him to wear a diaper? Asking for a friend.

    • Picarro-el Gaiben says:

Negative only in chances of the unrealistic opportunites presented by character only under guise of this combat would neither benefit. The second program offered by the illegitimate United States of America governemnt shows no legal authority over a soverign citizen and therefore cannot pursue legal activities against he/him forthwith. Weapons belittle our choices and hence must not be utilized due to combat waiver requirements and risk to you of bodily harm or injury in which case the jurisdition of the U.S.A. comes into play and complicates our situation.

Two things with this post. You talk about what the VA should be doing, showing the same frustration that Rick Omadat Persaud, the Phony Navy SEAL, expresses above. This is followed by talking about serving as a SEAL. You are the person exposed in the post above.

      • Picarro-el Gaiben says:

This statement is noncongruent with reality and provides no proof of evidence or circumstance to justify a blatant and over extraordinary accusation of breach of trust and influence handlers. To Picarro-el Gaiben —

We try and make every effort to preserve the anonymity of posters but since you are using this forum inappropriately to:

    1) threaten legal action
    2) challenge members to a duel

I would like to point out that:

    1) it is not very wise of you to use a Department of Defense network ( to conduct such activities

    2) “Picarro-el Gaiben” is not your real name but it would be easily discovered by contact with the criminal investigative service that has jurisdiction over your network and activities. I don’t even care what your real name is – I’ll let them figure it out.

Keep it civil and knock it off with the legal threats and challenges to duels. This is a professional discussion forum and we ask that you keep it that way.

If you want to ‘cop a tude’ and keep it up, then I interpret that as a challenge and I’ll think nothing of contacting the proper authorities. Try me – I know exactly who to call.
